PRIMARY RESPONSIBILITIES:

The Business Development (BD) Manager will lead all sales and capture activities for MTS by identifying and assessing business opportunities, developing a comprehensive sales pipeline, performing market analysis, collecting business intelligence, meeting with potential customers and teaming partners, and providing input into bid/no-bid decisions.

Develop a sustained pipeline of opportunities based on a three-year procurement cycle. The pipeline must include qualified opportunities that fit MTS core service offering, timelines, and strategic business goals.

The Business Development/Capture Manager will develop capture plans; identify actions and manage timely execution; secure teaming relationships; lead the development of the bid strategy, propose solutions to customer requirements, win themes, and provide input to pricing strategies.

Work closely with the proposal manager and team in developing winning proposals. The BD/Capture Manager will also work closely with senior-level operations managers and corporate shared services personnel to forecast resource requirements.

Support BD requirements for all FCG companies as requested by the Managing Director of BD and company General Managers. Participate in strategic planning discussions for all FCG companies

Essential Duties and Responsibilities

  • Manage BD, Sales, Capture and Pipeline initiatives
  • Execute corporate strategic business development objectives
  • Establish, pursue, and cultivate winning opportunities/pipeline within the Federal Market
  • Developing, organizing, and executing client call plans around core service offerings
  • Working with existing and potential clients to shape future acquisition strategies
  • Conducting Federal Market analysis, including industry trends to identify new vehicles, new business, as well as recompetes
  • Working with internal and external capture resources to develop overall win strategies
  • Developing win themes, win strategies, value propositions, and industry differentiators
  • Preparing NDA requests for GM approval/execution prior to any detailed discussions with outside companies or personnel
  • Establishing teaming structures, including subcontractors, and negotiating teaming agreement baselines
  • Participation in teaming selection criteria
  • Negotiating team workshare and swim lanes
  • Resource Identification
  • Scheduling/facilitating BD status meetings (weekly capture calls)
  • Prepare and present pipeline review cycles
  • Establishing/clarifying meaningful roles/responsibilities for team members
  • Encouraging positive working relationships among all team members
  • Completing B&P requests or updates, as needed, by obtaining an estimate of resources from the operational GM

Minimum Qualifications:

  • The ideal candidate will possess many of the following specific qualifications and experiences:
  • Current and active relationships with key program and acquisition decisions makers and influencers within the Federal Market
  • Previous demonstrated and recent experience leading to award of major programs within the Federal Market
  • 3+ years of BD experience focused on leading single-award prime captures
  • Experienced in Small Business, 8(a) Set-a-side contracting opportunities
  • Track record of success winning $25M+ single-award deals, with several significant wins in the previous 3-5 years
  • Track record of penetrating new customers with solutions to include IT modernization, cyber security, cloud, data center support, software development and engineering services
  • Ability to work independently with minimal supervision, as well as work within a team environment.
  • Analytical skills relating to capture management processes and procedures
  • Enhanced communication skills to support working relationships, customer engagement, and to make formal presentations to senior decision makers
  • Experience in analyzing and selecting teaming partners, while negotiating sound teaming agreements
  • Established relationships with customers, associated primes and appropriate government organizations
  • Deep knowledge of the Federal procurement process, current acquisition trends, and customer buying behaviors
  • Thorough knowledge of “BD” lifecycle
  • “Professional Presence” required to organize and inspire confidence in pursuit teams to work constructively under pressure situations
  • Ability to travel up to 50 percent of the time or as business dictates
  • Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams, and SharePoint).
  • Experienced in DelTek-Costpoint a plus.
  • Experienced in ADP a plus.
  • PMP Certification a plus.
  • IT Project capture experience a plus.
  • Experienced in Department of State and Department of Defense IT programs
  • Ability to successfully pass a background and credit check.
  • Ability to obtain and maintain a government clearance (Secret or Top Secret).

Travel

Anticipated 25-50% domestic and international travel

Preference in filling this position will be given to qualified Indian applicants in accordance with the Indian Preference Act.
